Applying/being accepted to multiple schools and scholarships

So I want to go to a school that in most of the rankings falls in the low 20's. I think that I would have a good shot of getting into a couple of the top five but for various reasons those are not best for my situation. What I am pondering though is if applying/being accepted to one or two of the top five may cause the school I actually want to attend to offer a better scholarship. Do you think there is any merit in this logic or not?
