Named for the capital of Belgium, Brussels sprouts, which at its fullest growth scarcely exceeds a large walnut in size, are immature buds shaped like tiny cabbages.

Don't you think EXCEEDS refers to GROWTH?

Thats how I understood and Chose C. My bad

The verb of a sentence refers to the subject, which in this case, isn't growth.
Have you wondered how you could have found such a treasure? -T

Damn.. how would I be able to say whether "Brussel sprouts" is singular or prural?
I had chosen B.

This seems an interesting question, what is the source? "Named for the capital of Belgium" usually is named "after", but may be this is an uncommon idiom that I do not know about.

its vs their - sprouts are plural. Hence A and B out. Due to exceeds in C it is out. D changes the meaning, they do not exceed "the size" they exceed the "size of a walnut".

Hence E

i had gone for E . please post the OA.
Here brussels sprouts HAVE TO BE considered as plural, as we need to pay attention to the later part of the sentence , which says " are immature buds........."
