I-slate is targeted at millions of Indian school children who do not have access to

A. I-slate is targeted at millions of Indian school children who do not
have access to electricity.
B. I-slate is targeted towards millions of Indian school children who do not have
access to electricity.
C. I-slate is targeted at millions of Indian school children that do not have access
to electricity.
D. I-slate is targeted for millions of Indian school children who did not have
access to electricity.
E. I-slate is targeted at millions of children in Indian schools who do not have
access to electricity.

Want to know whether E is wrong because in E, it looks like schools do not have access to electricity. I think the sentence sounds fine.

IMO A

Target AT is the correct idiom.

A. I-slate is targeted at millions of Indian school children who do not
have access to electricity.
B. I-slate is targeted towards millions of Indian school children who do not have
access to electricity.
C. I-slate is targeted at millions of Indian school children that do not have access
to electricity. (who is preferable)
D. I-slate is targeted for millions of Indian school children who did not have
access to electricity.
E. I-slate is targeted at millions of children in Indian schools who do not have
access to electricity.(who is preferred to be close to person it modifies.)

You are correct. E means that the schools do not have access, which would changes the meaning. When two sentences are grammatically correct, go with the one that's meaning is closest to the original sentence.
