In 1985, the california supreme court lifted a ban on fortune tellers, which likened them as economic prognosticators and investment counselors who also make predictions for profit.

WHICH for fortune tellers - drop A/E
ARE/HAVE BEEN - present tense when court action is in past - drop B/C
there are other problems in B/C - in B "as" implying fortue tellers are economic prognosticators; in C - fortue tellers are going to become economic prognosticators

IMO D

I think "LIEKN" comes with TO only (its an idiom)

Yep. "Liken to" means "compare to" more or less.
