Never before had

the answer is Di am a bit confused about the logical order of this sentence.

so "never before had" happened first in the past and then "confronted in 1986" happened second?? i am not following the order of events in this sentence, can someone please clarify? thanks


Never before had taxpayers confronted so many changes at once as they had in the Tax Reform Act of 1986.

(B) at once as many changes as
(C) at once as many changes that there were with
(D) as many changes at once as they confronted in

The Idiom Is

As many..as

Only choice D has the right idiom
Its better to burn out than to fade away

Isn't "they" ambiguous here? It could either refer to "taxpayers" or "changes". No?
