(10^8 - 10 ^ 2) / (10^7 - 10^3)
Taking common factors in both numberator and denominator,
Numerator: 10^2(10^6 - 1)
Denominator: 10^3(10^4 - 1)
Cancelling out the factors, you get:
10^-1(10^6)/(10^4) = (10^-1)(10^2) = 10^1 = 10.
Being defeated is often only a temporary condition. Giving up is what makes it permanent.
