A - 21 scenes

Everyone paid the $x for each scene.

Statement I

21x + 7x = 560000

28x=560000
x=20000

Sufficient.


Statement II

7x-4x =60000
3x=60000
x=20000

Sufficient.

Hence D is the answer.
