Statement I
y> 0, therefore x<0. Sufficient.
Statement II
2x+5y-20=0
2x+5y = 20
2x+3y + 2y = 20
since we know that 3y+2x < 0
therefore y has to be greater than 0, thus, x<0.
Sufficient.
Hence D.
The second statement from the look of it is insufficient, but when start to solve it you'll find out that x has to be negative.
