New equipment and other improvements reduced the amount of time---from eleven hours in 1982 to six in 1988---needed by workers so that they could produce a ton of steel.

B. needed when workers are producing
C. workers need in producing
D. workers needed to produce
E. workers need for their producing of

OA: D

I just confused that what could be the subject.

"New equipment and other improvements" OR "workers "??

Time needed by workers is passive; Time workers need/needed is active.
C and E are incorrect. Pick D.

IMO C

I think : subject is "New equipment and other improvements"

reduce the time workers need in producing...

D is passive construction.

as it is time not number of workers.
If we pick D it would be mean workers are reduced but since 11 hours is given.It can be workers however D seems to be gramatically correct but logically incorrect.
GMAT score is equally counted as your GPA and 78 clicks can change you life.

I mentioned OA in first post.

I would like to understand following.

New equipment and other improvements reduced the amount of time workers needed to produce a ton of steel.

"workers" seems to me as a stand alone. There should be some preposition around workers. This is reason that D looks odd to me. However, D is best option.

This is the official problem and D is the right answer. I have to eliminate confusion. Can someone help me?
