Hi,
Let me try and do this.
let the decimal be d= 0.abc. Here the tenths digit is a and the hundreths is b (this is what we have to find).
Now Statement 1:
Now 10d is a.bc and it says that the tenths digit of 10d is 7.
Therefore b=7.
So SUFFICIENT.
Statement 2:
Here again d/10 = .0abc. Now the thousandth digit (which is b again) is 7. So clearly again b=7.
This makes this statement also SUFFICIENT.
So, both the statements are sufficient.
I hope it makes sence, if it doesn't let me know and we mit try a different approach.
