Hopefully you can recognize that the equation in E represents the shown line.

(Notice that the line moves 6 to the right and 3 down ... this represents a slope of -1/2. Notice also that the Y intercept is 3.)

The equation representing this line is Y= -1/2X + 3


If you see this, then all you need to do to represent the points below the line is to state that the line is greater than any other point Y.

Hence answer E
