Correct choice is—are so lacking in math skills that it will be difficult to absorb them into a city economy becoming.


As far as I know in GMAT it always referred to noun. So which noun is being referred for it in the correct choice?

"It" is the only pronoun that doesn't require a parent noun. We're allowed to use "it" to refer to the general state of the universe.

For example, "it is raining outside" is a perfectly acceptable sentence.
