Today, even when rustlers are convicted, their sentences tend to be light compared to the days of the early West when cattle rustlers were hanged from the nearest tree.

(A) compared to the days of the early West when
(B) compared with those in the days of the early West in which
(C) compared with those in the days of the early West when
(D) in comparison with them of the early Western days when
(E) in comparison to the days of the early West in which

"compared with and not compared to is for similar things"

You are right..

Also, "when" is required in the end to indicate time.
And, "those" is also required to get right comparison.

This also narrows down to C.

IMO C

I have not seen any OG problem based on the difference of 'compared with' vs 'compared to'
[Even I have read somewhere that it was a rule not tested in GMAT]

Just forget the rule, and see the problem.
only B, C are making the right comparison.

C is better because of the usage 'when'

IMO C

A, E - Days compared with sentences
D - wordy
B - days are compared so it should be when

hence C

i have a question. I had thought that we use "when " in cases where we want to refer to a particular point in time an "in which" for cases where we refer to a time period. In this case early days is a time period as well. so why cant we use " in which" ? Thanks ..
