since you have an even multiplier in your powers ( ^6* ) for any value of x, returning power will be even and should change the sign from negative (-6) to positive; 3>0 anyways and its power will keep the +ve sign. This data sufficiency question doesn't need any statements to answer the question. It's self-sufficient, as an answer is Yes always. Where did you get this question?
