IMO C.

Correct usage of Idiom : such X as Y and Z

Question: I am just trying to understand the usage of tense in the question. I don't understand what is a need of using "has simulated" and "had considered" in the same sentence. Cannot we use "has simulated" and "Completed" to show that events occurred at different time intervals. One that still exists and other occurred in the past?

C for me as well.
Nothing more to add except that the correct answer naturally occurred to me as I was reading the sentence. Then saw the choices and it matched the answer choice C.
