rate*time=distance. rate*time=400,time=400/rate, so we need to find rate
(1) insuff as it says only about speed at the first 200 km
(2)(rate+20)*(time-1)=400,1 st equation and second:time*rate=400, we have two unknows and two equations, so rate can be found solving quadratic equation
(i hope one of the roots of the equation will be -ve)
