IMO C
C correctly uses 'when' which is used for giving time references as is the case in this one...

My bit:

Oberlin College in Ohio was a renegade institution at its 1833 founding for deciding to accept both men and women as students.

THE PRIMARY MEANING OF THE SENTENCE IS THAT--OBERLIN COLLEGE IN OHIO WAS A RENEGADE INSTITUTION FOR ITS DECISION TO ACCEPT BOTH MEN AND WOMEN AS STUDENTS....FAIR ENOUGH...TILL NOW.

THE DECISION WAS MADE AT THE 1833 FOUNDING...THIS IS WHAT I HAVE UNDERSTOOD.

(A) at its 1833 founding for deciding to accept

MEANING CHANGE. IT CONVEYS THAT THE COLLEGE WAS RENEGADE IN 1833. INFACT THE COLLEGE WAS RENEGADE FOR ITS DECISION THATWAS TAKENIN 1833, ITS FOUNDATION YEAR.

(B) for the decision at its 1833 founding to accept

KEEP IT
(C) when it was founded in 1833 for its decision to accept

CONVEYS WRONG MEANING.
(D) in deciding at its founding in 1833 to accept

KEEP IT

(E) by deciding at its founding in 1833 on the acceptance of

ON THE ACCEPTANCE OF....IS WORDY

WE ARE LEFT WITH B AND D

OPTION D IS WRONG FOR SUBTLE CHANGE IN MEANING. THE NON-UNDERLINED PORTION WHEN READ WITH OPTION D CONVEYS THAT THE DECISION AT ITS FOUUNDING IN 1833MADE THE INSTITUTE RENEGADE. AND NOT WHAT WAS DECIDED.SO IF THE DECISION WAS TAKEN AT SOME OTHER POINT THEN THE INSTITUTE WOULD NOT BE A RENEGADE.

SO I PICK B

Original Sentence intends to say why OC was a renegade institute and also when such a thing happened.

'for' correctly shows the intend (meaning because). None of the other choices show such an intend.

IMO B

I'm going with D.

The point of the question is
Oberlin College in Ohio was a renegade institution because ...... it accepted both men and women.

A is terribly-written and D's "in deciding" is correct usage.

IMO B
D is wrong as it uses unwarranted transition in tense ..( was {past-tense).... deciding (present continuous))

The above poster well explained it!!

A and C imply that Oberlin College was a renegade institution AT ITS FOUNDING (A) and WHEN IT WAS FOUNDED (C). The intended meaning of the sentence is that an ACTION taken by Oberlin -- deciding...to accept both men and women -- CAUSED the school to be deemed a renegade institution. Eliminate A and C.

In B, the meaning conveyed by for THE decision...to accept is unclear. WHOSE decision? It needs to be crystal clear that it was OBERLIN's decision to accept both men and women.

In E, deciding...ON is an idiom to be avoided on the GMAT. Outside the GMAT, to decide on means to choose between options; no options are being discussed here. Eliminate E.

The correct answer is D.

In D, deciding is a GERUND functioning as the object of the preposition in. A gerund -- a verb functioning as a NOUN -- does not indicate a change in tense.

I have a little doubt: founding and deciding happened at the same time that make the Oberlin renegade automatically, there is not any succession of events. There must be smthing else for (A)& (C) to be wrong.
Kindly help
