We already have "although" in non underlined part to show the contrast, therefore we dont need "while" to show contrast again.

Eliminate - D & E

option A - that there would be a resurgence - awkward + wordy

Option B - "it" has no antecedent.

Hence C.

I can see the 2/3 splits is for the test of conjunction and vs while

and seems preferable, as though there is some sort of contrast...price rise is because of temporary reasons and it didn't necessarily mean a surge in inflation..

so out of 1 2 3:

2 is out

what abt 3: do u agree foreshadow a surge...

I think though lengthy 1 is correct...comments

and grammatical point to kill A vs C...

I bet A.
