I wanna know why is would not used here, while could presents a possibility and not a certainty shouldnt would be there

"would" is past of "will" (normally)
and it is also used in hypothetical cases.

here we're talking about future...so cant be used ..

But then why is could used also from what I know would is also used for uncertain or hypothetical scenarios!

Most scientists surveyed view artificial sweeteners as unsafe at present but they will be or could be made adequately safe in the future.
A) they will be or could - not parallel
B) that they will, or could,
C) that they would, or could,
D) believe the sweeteners would or could
E) believe that they will be or could - correct

In the question view needs to be parallel to believe. Also, believe is in present tense and it can't take would (which basically deals with future w.r.t past)

If believed was used instead of believe, you could have used would. However, in the sentence believe is used so you need to use will.
