I need to improve algebra badly! It is the one area that is destroying my quant score. Currently I am only getting 25-30% correct. I have read my Kaplan premier chapters, done the workshops, performed sample quiz over and over. Something obviously is not clicking. Has anyone else had this issue? What has worked for you?

I'm hoping that you can provide a bit more self-assessment...
What aspects of algebra/math are you having problems with:
1) Are you comfortable with the "math" steps that you have to do? Are you "rusty" or making silly mistakes?
2) Do you know the formulas/patterns that come with algebra (FOIL, factoring, Quadratics, etc.)?
3) Are you able to correctly "translate" sentences into "math"?
4) Are these problems exclusive to algebra questions (meaning that you're fine with other types of math)?
For some excellent help with general math (algebra, arithmetic, etc.), you can visit Khan Academy (www.khanacademy.org). It's a FREE site that can reteach you all of the necessary math skills that you'll need for the GMAT. Keep in mind that there are plenty of GMAT strategies/tactics/patterns that you also have to learn, but that's a different issue.
