3000 = C + TV - Both + Neither

We are trying to solve for the value of Neither.

1) 2980 own a car or own both a car and a TV. To solve for Neither, we'd need some information about families owning TV's. Insufficient.

2) 2970 own both a car and a TV. To find neither, we'd need some information about TV-only and car-only. Insufficient.

When combined, we can figure out that 10 families own a car only, but we still don't have any information about TV-only. Insufficient.

Let us assume that C own a car,
and T own a television

Total = C + T - both C and T + neither C nor T

(1) Of the families who live in the town, 2980 own a car but this info is NOT sufficient.

(2) Of the families who live in the town, 2970 own both a car and a television set but again this info is NOT sufficient.

Combining (1) and (2), we know C and the value of both C and T but we do not know T; NOT sufficient.

The correct answer is E.
