Australia is one of the countries that have imposed sanctions on Iran.

Just one thing , in this sentence we are talking about the Australia so has should be required right?

Please advise and correct me if I am wrong.

Look at it this way.

What is being modified by that have/has imposed sanctions on Iran?

Is it Australia, or is it countries?

Once you figure out which is being modified, you will know that [spoiler]have is correct[/spoiler].

In the construct, "one of X that + verb", the verb has to be as per "X"

For example: One of the books that were kept on the table ....

Similarly,

In the constructs, "one of X + Verb", the verb is singular.

For example:

One of my friend is going for a movie.

Conveyed meaning:
Of the COUNTRIES that HAVE IMPOSED sanctions, Australia IS one.
Since the that-clause in red serves to modify countries (plural), the verb in the that-clause must also be plural.
