2)|x-3|<= -y

If you write 2 a different way...
2) - |x-3|>= y

You have to switch the signs when u divide or multply a negative. So no, they are not the same.

y>=0 (given by the problem)
1) y could be 100 and x would be 103 or -97, or y could be 101 and x would be 104 or -98
in suff

2) since it's saying that the absolute value of x-3 is <= to negative y, y must either be 0 or a negative number. But from the equation, we know that y>=0, so Y MUST be 0, so X MUST be 3.
