I am not sure if I understood the question well.
For the same number of mistakes (assuming all factors such as position etc being equal) you will get a lower Verbal raw score than Quant raw score. However this is because of the algorithm. I am not sure if this is what you mean by more "weightage" in Quant.
If so then remember that the algorithm works very differently within quant and within verbal. What matter is the percentile within each section that you are able to score.
Let me give an example:
Candidate Q V Total
X 44 - 72%ile 42 - 94%ile 700 - 90%ile
Y 50 - 95%ile 34 - 70%ile 700 - 90%ile
Essentially what I am saying is there is really no difference in the final scaling. Let me know if this answers the question.
To the second question you asked - the answer is simple. NO! The new Integrated Reasoning section will not touch how your Quant and Verbal sections are scored. Here is something I wrote about the new section:
