If you read it without the modifier, per milligram, it's easier to see which works.

A new hair-growing drug is being sold for three times the price _____ the drug maker charges for another product with the same ingredient.

What we are seeking to create is a clause modifying price. So to start the clause, we need a word that refers to price.

A) as is used in comparisons and doesn't work here.
B) than does not refer to price or connect the clauses appropriately.
C) that refers to price and connects the clauses.
D) The price is not the price of what the drug maker charges. It's the price of a drug.
E) The price is not the price at whichthe drug maker charges. That doesn't make sense.

Choose C.

The drug is being sold for three times WHAT?
For three times THE PRICE THAT THE DRUG'S MAKER CHARGES FOR ANOTHER PRODUCT.

The correct answer is C.
