The best thing to do with absolute value questions is test positive and negative numbers.
1) they could be positive or negative. INSUFFICIENT
2) again could be positive or negative. 3 and 3 works, so does 3 and -3. INSUFFICIENT
answer is E as both are essentially giving you the same info.

st(2) implies (|x|-|y|)^2=0 OR |x|-|y|=0 which is the same as |x|=|y| Insuff
Combining both still Insuff, as both statements imply the same condition
