Think the OA is E.

You can use the y = mx + c equation. We need C.

1. slope of the line L is 3 times its y-intercept.
y = 3cx + c.
Not sufficient to solve.

2. The x-intercept of the line L is -1/3
Which means when y=0, x = -1/3.
0=m(-1/3) + c
Which means m =3c which is just statement 1. no new info. cannot solve.

The combined also doesnot work because anyway the second statement is same as 1st stmt.
