I am sure you may have figured out each statement by itself is not sufficient (stmt 1- dont know how many tolllbooths are there stmt 2: 4 toll boths doesnt tell us anyhting about the distanece)
From (1) and (2) we know atleast 1 pair have to be less than 25
25 can be split in to 4 parts and the difference(in this case distance)between atleast a pair of parts must be less than 10
This is my thought; I am sure others may have a different way to conclude this.
