What is the source?

I think B is the correct answer because of parallelism.

Sentence is using present tense so I feel E cant be correct as it's using Present Continous...........

Here I am expecting a list of tactics, so they should be in parallel.
Also, I prefer list of nouns rather than list of actions. So I choose B over E

IMO it shd be B.

I have B & E as contender.

I prefer to go with B coz it has parallel structure. E is little awkard here. If you look at the entire sentence it will become

Among the tactics being used by banks to discourage small individual accounts are assessing higher maintenance charges for accounts with low balances, reducing or eliminating free services, and stiffening the penalties for bounced checks.

In order it to be parallel we need 'the' in parallel components of the sentence.
