The Environmental Protection Agency frequently puts mandatory controls on toxic substances that present as little risk as one in a million chances to cause cancer.
A. as little risk as one in a million chances to cause
B. as little risk as one chance in a million of causing
C. as little risk as one chance in a million that it will cause
D. a risk as little as one chance in a million for causing
E. a risk as little as one chance in a million for it to cause

Quite tough, though C and E can be eliminated on intruding "it". D is out for : present a risk as little as, also, for causing is incorrect, as usually for is used for reason/example. Out of A and B tiny distinction comes from one chance vs one in million chances, to vs of uses is consistent though.

A -> chances is wrong. We are talking about one chance (in a million).

C -> that does not modify anything logical. Also, it does not have any logical referent. Logically, the intention is that it should modify toxic substances, but it (Singular) cant modify toxic substances (plural)

D-> ..risk as little as one chance... This illogically compares risk and one chance; risk for causing is not the preferred idiom; it should be risk of causing

E -> ..risk as little as one chance... This illogically compares risk and one chance; it does not have any logical referent. Logically, the intention is that it should modify toxic substances, but it (Singular) cant modify toxic substances (plural).
