The total population is 132,000. To get the minimum you have to assume that all other districts are at the maximum. Let the minimum = x. The largest the other towns can be is 10% more than that, so its 1.1x. There are 10 of those towns. Set it up as follows:

x + (10)(1.1)(x) = 132,000
12x =132,000
x=11,000
