The labor agreement permits staff reductions through attrition with increased pension benefits and a special early-retirement program for speeding it up.

A. attrition with increased pension benefits and a special early-retirement program for speeding it up
B. attrition and provides increased pension benefits and a special early-retirement program to speed the attrition process
C. attrition, which will be speed up by providing increased pension benefits and a special early-retirement program
D. attrition, which , by their providing increased pension benefits and a special early-retirement program, will speed the process
E. attrition, which provides increased pension benefits and a special early-retirement program for speeding the attrition process

i am between A and E
in A i don`t like prepositional modifier with increased pension .....which can refer to the noun attrition, or the verb permits, also i don`t like it at the end of the sentence, it has many antecedents ( agreement, attritions....)

in E i like all except modifier,which.....is non essential we can`t omit it without destroying the sence of the sentence
also for speeding is wrong here
but after reading above post i agree that B is the best answer

Ruled out C, D and E as "which" was referring to attrition

Between A and B, I chose B since "it" in A is ambiguous.
