In the 1980's the rate of increase of the minority
population of the United States was nearly twice as
fast as
the 1970's.

(A) twice as fast as
(B) twice as fast as it was in
(C) twice what it was in
(D) two times faster than that of
(E) two times greater than

how to decide among two times, twice and double which one is apprpriate

I would go with C. Knock off A and E for comparison issues. Between B,C & D, I believe the comparison for rate is "twice" or double the rate. It sounds awkward to talk about a rate that is faster than it was before.

two times is ambigous as it may mean on two occassions. Twice beats over two times. Eliminate D & E.

A makes illogical comparison. Between B & C, I would go with C. B is incorrect coz it uses as fast as. If the rate grew, then use of as fast as makes sense.
