I agree it should be C.

1. x could be either 11 or -17 INSUFFICIENT
2. x could be either 11 or -15 INSUFFICIENT

Combine both together so that x = 11 and you have your answer.

Must be C.

Well i had some test set that i was going through.
I was not convinced with the answer as D.
