10 of the districts will each be 10% greater than the 11th district (to get the max spread)
so x + 10(1.1x) = 132,000
x = 11,000
When you do that math backwards, this works also.
If one district has 11,000, then the other 10 districts have 132,000 - 11,000 = 121,000
121,000 / 10 remaining districts = 12,100 per district
12,100 - 11,000 = 1,100, which is 10% of 11,000 for 12,100 is 10% greater than 11,000.
