Not an expert but let me give a try.

we need to fond % female......

A
P 40% female
no info for others so insuff

B
F+I 80%male
so 20% female
no info for p
insuff

A+B
we have %info females with PFI but we do not know much much each group contributes to.

Remember: We CANNOT directly add percentages.
it may be possible that 40% female turn out to be 10000
and 20% turn out to be 2
or vice versa

hence E is the answer

Has we known about no of ppl with each grade [or may be no of ppl are equal] thn ans would have been C

Great point stop@800,

One take away from this question is that you can use the same logic in Critical Reasoning questions that involve %'s.
