This should be "tell".

Verb form that goes with plural should be used with "One of".

E.g. He is one of those candidates who "have" received scholarship.
We are saying that many candidates have received scholarship and he is one of "them".
It will be incorrect to say: He is one of those candidates who "has" received scholarship.
