not at all, anytime the sign % is met substitute with 1/100
70^2X=0.00003% <> 70^2X=0.00003*(1/100) <> 70^2X=3/10,000,000 <> (7*10)^2X=3*(10^-7) because 7^-3=3*(10^-3) and on the right-hand-side we have 3*(10^-7) we need to complete the left-hand-side with 10^-4. However, it would be more appropriate if we had in the original question not 70^2X=0.00003% what is x? but 70^2X=0.0003% what is x? then we could safely write as (7*10)^2X=3*(10^-6) and if X=-1.5 then we obtain
(7*10)^ -3 = 3*(10^ -6)

IOM [spoiler]X=-1.5 with the expression 70^2X=0.0003%[/spoiler]
