IMO D..

Reason being that in A "assessing" is acting as a verb and hence the complete clause becomes a modifier, which cannot modify "the question". coz "question" cant be the one assessing.
For eg, While assessing the board result, the board members pointed out some ambiguities in the figures.

D correctly circumvent this problem hence I choose D.

Hope this helps or in case anybody feels that there is some flaw in my reasoning pl help me by letting me know.

(C) A question that is irrelevant in assessing the problems that rural migrant workers face is whether they are better off materially than the urban working poor. ---> correct
(D) In an assessment of the problems faced by rural migrant workers, the question of whether they are better off materially than the urban working poor is irrelevant. -->awkward

IMO D is the correct answer.

construction of the question is correct but only in place of in assessing - in an assessment of the problems is better.

IMO D.
B & E have clear pronoun issues as 'they' refer to "migrant worker".

A: Incorrect due to modifier issue. "In assessing the problems..." is an adjective clause, and hence we require the noun immediately that it should be modifying as in the person WHO was assessing. However we have "the question" which doesn't sound as a correct modifier.

So now reduced to style and grammatical construction issues between C & D.

C: Incorrect because subject(a question) and verb(is) are too far. English grammar says they should be close enough

D: NO ERROR

OA should be D.???

In D also, subject and verb is far from each other. Moreover, it\s not necessary thatb a verb and subject remain side side by side in a sentence.

Can we have OA now?

NO, In D the subject "the question" is followed by prepositions starting with "of whether they are better.." ; However, in C we use 'that' infront of "the question" and hence start a essential modifier clause.. Hence in this context Verb and subject are close.

You are correct!
It not necessary, but preferable.
