The increase in unemployment rates, coupled with significantly increased retail prices as well as energy costs, are forcing many homeowners to look into alternative sources of fuel in order to save money on winter heating.

Honestly I cannot see any difference between the options C and D.

IMO [spoiler][C][/spoiler]

The difference between C and D is that D doesn't have tense parallelism wrt "coupled with".
To accentualte it replace 'couple with," by "and" and "is" by "are".

In D the tense gets changed and that is incorrect.

@jordan23: The increase - is a noun form and there is no tense issue here. Both are grammatically right as far as i know, only the meaning changes.

D - significantly increased modifies only the retail prices where as increases in all three forced homeowners - There is a change in the meaning.

significant increases in retail prices - brings out an action which is parallel to the increase in unemployment rate
significantly increased retail prices - this brings out an output.

I am not sure if the explanation is clear, but I am unable to do so clearly. See the below example and hope you can differentiate between the usage of both the terms.

Eg: 6% is the significant increase in retail price.
106 is the significantly increased retail price.

The first one is the right usage in the above problem. Hope this helps !!
