Is it not that except for option A, all the other options require a semicolon after 'rarely fatal'.

IMO Bad question !! None of the answer choices is correct.
B,C,D,E creates run on. A has serious pronoun problem.
And as said , E looks incomplete.Answer choice should not be so obvious to eliminate :D
