I think the answer is E, which will correctly balance the sentence.In B, 'equivalent of' seems unidiomatic to me. What's the OA?

I think its B.

E would cause a run on sentence, there's no coordinating conjuction after the comma

I have seen this question before. The lesson here is:

Go with the rule even if the meaning doesn't make sense and even it looks awkward as hell. Sad, but true.

I have seen many sentences that don't make sense and are correct. So if you are not 50% sure about an answer choice, go with the rule or with choice A.

don't pay attention to commas. I have seen commas placed in places where they break the sentence, unnecessarily, into pieces and found out that choice A was right.

After you do many SC. Go with your instinct. This when experience kicks in.

even I selected "A", but the OA is "E".
Please explain why.

I suppose, the answer is "E" because enrollment is a number not "8 million people". SO this seems to be a case of uneven comparison.
