Emigrate vs Immigrate

Could someone please help me understand the prepositions used after emigrate and immigrate?

I know generally it is emigrate from and immigrate to.

In one of the OG questions, I saw emigrate to. Is this usage correct?

Emigrate (verb) is always used with the preposition "From". Easy reminder, "F" follows "E".
Immigrate (verb) is always used with the preposition "To"...

I remember having seen a question in OG or GMATPrep, where they used emigrate to.

1. both "emigrate to X" and "emigrate from X to Y" are correct
2. both "immigrate to X" and " immigrate from X to Y" are correct
