Unlike psychiatrists, who are trained as medical doctors, psychologists have historically been forbidden from prescribing their patients drugs, but in 2002 New Mexico began to grant the privilege of prescribing to licensed, doctoral level psychologists who complete an additional training and certification program.

(A) psychologists have historically been forbidden from prescribing their patients drugs, but in 2002 New Mexico began to grant the privilege of prescribing
(B) psychologists have historically been forbidden to prescribe drugs for their patients, but in 2002 New Mexico began granting prescribing privileges
(C) psychologists have historically been forbidden to prescribe their patients drugs, but in 2002 in New Mexico, the privilege to prescribe began to be granted

Since I want to learn different techniques to eliminate a single wrong option, I post them again. I usually prepare a NOTE from different experts' explanation.

That's fair. The only downside I see to the approach of simply posting the question is that in most cases, people simply answer the question.

first cross out the options that break the Unlike X,Y idiom that means D and E are out
Second the correct usage of forbid is with "to" and not "from" so A is out. Now we are left with B and C.

Now in C the part the privilege to prescribe began to be granted IMO is the deal breaker.
So answer is B

we are left with B and C...
Last part is not clear in C..its passive.

After wasting my 1 minute 9 seconds I settled on C. Don't understand why C is wrong, can somebody please explain???

Why option C is not correct?

"To prescribe their patients drugs" is awkward.

Original sentence intends to say that New mexico granted privileges option C,it is mentioned "in New Mexico".It change the meaning by not making clear who granted the privileges.

One more reason why C is wrong:
Intended meaning of the sentence says that New Mexico began to grant the privilege of prescribing
Option C doesnt make it clear on who is granting the privileges.
