And I thought but also cannot exist without not only? So how come GMAT Prep's OA looks weird here??

imo A for the second one.. they clearly indicates the costs..
A maintains the parallelism..

Hi Yogami,

The correct idiom is not only X....but [also] Y....

The correct one does not use the idiom....so IMO there is no idiom breaking in correct option.
