Role of the third paragrapgh

Hi All,

Could anyone please explain why the third paragraph defends but not states the author's position..?
The author only talks about transit privatization in the first 2 paragraphs and doesn't seem to indicate that he's for it..He's only stating facts and saying that it's controversial.

Appreciate any inputs!

The author's POSITION is stated in paragraph 4:
Most transportation systems are better today after privatization because -- when most public transportation systems were under full governmental control -- there was wastefulness and inefficiency.
In paragraph 3, the author SUPPORTS this position by citing an EXAMPLE of a government program that led to wastefulness and inefficiency: "Essential Air Service."

The correct answer is B.
