I need to know who's to blame for all the mistakes I found.
(A) I need to know who's to blame for all the mistakes I found.
(B) I need to know whose to blame for all the mistakes I found.
(C) I need to know who to blame for all the mistakes I found.
(D) I need to know who is to blame for the mistakes I found.
(E) I need to know whose's to blame for all the mistakes I found.

QA Answer could be A or D, but A is more accurate.

I would pick D. I think 'all' is excessive in A.

Thanks beat_gmat_09 and Shawshank for your thoughts!

But as per GMAT rules, it looks for conciseness / Brevity, though A and D have same meanings, but 'who's' is more concise than 'Who is', Hence A could be the right choice.
