However much parents in Johannson's district may agree that the instruction of moral values should take palce in the elementary school classroom, it is difficult for them toa arrive at consensus concerning what those value are and how they should be taught.
A. However much parents in Johannson's district may agree that
B. Despite the fact that parents in Johannon's district ma agree that
C. There is general agreement among the parents in Johannon's district that
D. Although the parents in Johannson' district agree for
E. Even though the parents in J's district agree

A turns out to be the answer but I do not understand why "much" works in this case?

A is correct here because rest all options distort the meaning.

The intention
However parents in Johannson's district may agree that

is different from:
However much parents in Johannson's district may agree that

The first statement implies that some of the parents are agreeing, while the second statement does not imply that parnets are agreeing. It make a hypothetical assumption that even if they agree to any extent, the result will not follow.

IMO A

Even though A looks awkward that is the only option which keeps the meaning intact.

All other options play with the "MAY" , option B uses may but it uses the word Fact, so if something is a fact that it does not need a may. C, D and E directly makes us think that everyone agrees but its not the case. Parents may agree but its not sure.

So only A is the remaining option.
