doubt over Spidey's sentence correction notes

The following is an excerpt from Spidey's notes (page 11):

"Okay, what have we learned???
This:
NOUN + BE-VERB + NOUN/ADJECTIVE
For example:
The change was good for me.
The change was a good one for me.
The change was an important step for me in my life.
BUT NEVER
The change was when I came to the US."

Again, following further to page 12, the answer to a question is -
"The central issue before the court was how far the regulatory agencies should go in requiring better working conditions in factories."

Going by the previous explanation, the pattern should be
NOUN + BE-VERB + NOUN/ADJECTIVE, which is not maintained in this sentence but is said to be grammatically correct!

Any explanation to this?
