i go with B

let patio house be X we know X =48

let swimming pool =Y

both pool and patio = Z

Neither pool nor patio = A

from Question stem we know

X +Y - Z + A = 75 ......................................1

Statement 1

Z = 48 - 38 = 10...................................Insufficient

Statement 2

Z = A

from 1 we know

X +Y - Z + A = 75

replace A with Z ( Z=A)

x + y = 75

y = 75 - x

thus

= 75 - 48 = 27

hence B .

even I go with B.

A is insuuficient as it does not provide information about houses w/o Swimming pool or patio

Let x be the number of houses with Patio and Swimming

also x = number of houses without Patio and Swimming

hence equation of venn diagram

48-x+x+S-x+x=75

hence x = 75-48 = 27
